Amanda Radovic - Program Manager


Amanda serves as the CEO of the WBT Innovation Marketplace (WBT), Program Manager of the Unmanned Aerial Systems Cluster, and the President of Innovate, Inc a nonprofit. The WBT is an international accelerator program that culminates with an annual event showcasing seed and pre-seed stage technologies developed at top universities, federal labs, and research institutions. Amanda also produces the WBT Open Innovation Forums, sector focused regional events that introduce the mindset and methods of open innovation. Amanda joined the WBT in 2006 and has since worked with over 550 start-ups, spin-outs, and research organizations commercializing emerging technologies.

Early in her career Amanda lead a nonprofit organization, worked for the State of Arizona and the Federal Bureau of Prisons. Amanda brings over a decade of experience working with government agencies, universities, venture investors, Fortune 500 companies, start-ups and industry leaders in technology commercialization. She has an extensive background in executing cross platform international marketing campaigns, developing education programs for startups, and mentoring technology innovators in the high tech sector.

Amanda is involved with Women in Technology International and the Licensing Executive Society. She earned a B.A. in Neuropsychology from The Evergreen State College.

Josh O’Brien - Team Leader


Josh O'Brien came to DCN as a Senior Business Development Manager in July, 2015 after working 13 years in economic development for the Greater Oklahoma City Chamber in a variety of roles, most recently as the Director of Entrepreneurial Development. Prior to that, O'Brien worked at the local and state levels for public education in Oklahoma for more than seven years and as a journalist/writer for more than 10 years in three different states. O'Brien received his bachelor's degree from Oklahoma City University and a master's degree from Northwestern University in Evanston, Illinois. He is married to wife, Susan Dawson-O'Brien, and has two sons, Evan and Spencer.

Harve Allen - Outreach Coordinator


Harve joined the Development Capital Networks team in December 2016 and serves as their Outreach Coordinator for the UAS Cluster Initiative. Prior to his arrival at DCN, he served over nine years as public information officer for the Oklahoma Aeronautics Commission, where he was responsible for that state agency's public relations efforts. In addition, he was the Commission's point of contact for all UAS-related inquiries. Harve also spent nearly six years in the Communications Office at the Oklahoma State Regents for Higher Education and five years as head of public relations at Oklahoma City Community College. His professional journey also includes stints as director of sports information at Midwestern State University in Wichita Falls, Texas, and as a news assistant and reporter for KSWO-TV in Lawton, Okla. Harve holds a master’s degree in political science and public management from MSU, and bachelor’s degrees in both business administration and journalism from the University of Oklahoma. He is a deacon and Sunday School teacher, and is an avid sports fan who enjoys serving on the stat crews for both OU football and the Oklahoma City Thunder. He and his wife, Rhonda, have been married for nearly 30 years and have twin sons, Blake and Kyle, also OU graduates.

Jim Troxel - Cowboy Technology Angels, Executive Consultant


Jim Troxel is an author and consultant to public service organizations and private companies worldwide. He is a founding partner of Development Capital Networks, LLC, and its affiliate, WBTangels, LLC. His current focus is managing and facilitating WBTangels network of angel funds which currently includes groups in Oklahoma, North Dakota and Wyoming.

He previously served as Training Director for the National Association of Seed and Venture Funds (NASVF) and has led close to 100 seminars for 3500 people on seed investing for entrepreneurs and angel investors. During his career Jim has launched five businesses and served as an advisor to countless others.

Jim is a facilitation and training expert specializing in the fields of citizen and employee participation, strategic planning, change management, organizational learning and long-term systemic change. His career in community and organizational development and leadership training spans 40 years and a dozen countries. He has inspired more than 70,000 people in over 1000 seminars and workshops. He guides the design and delivery of conferences and workshops of DCN clients, trains the facilitators for seed investing seminars and leads the development of new training events.

Jim received his undergraduate degree from Oklahoma State University and his graduate degree from DePaul University where we served as an adjunct faculty member for its School for New Learning.

Valerie Gulick, CPA - CFO

Sam DeNies - IT Administrator


Sam DeNies is the head of the IT department for DCN. He has 15 years of professional experience developing websites and database applications. Sam is responsible for designing and developing new database applications, websites and other internet services for DCN affiliated organizations, as well as maintaining the health of our servers, workstations and networking infrastructure.

Sue Joslin - Administrative Assistant


Sue Joslin assists DCN Chief Financial Officer with invoicing, event registration and payment processing. Sue has been part of the DCN team since 2001.

Board Members

Robert Heard - Managing Director, DCN


Robert Heard is Co-Managing Director and Founder of Development Capital Networks as well as Cimarron Capital Partners. Over the past 25 years, he has founded 3 funds of funds and one direct fund. In 1994, Robert formed Edge Development Capital, Inc., the predecessor to Cimarron, specializing in partnership investing.

Robert was a founding director of the National Association of Seed and Venture Funds (NASVF) and co-authored the National Governors' Association study, “The Experience of States with Seed and Venture Capital." He currently sits on the Advisory Committees of numerous private equity funds and is a member of the National Advisory Council of the Federal Laboratory Consortium for Technology Transfer.

Robert earned his undergraduate degree from the University of Oklahoma and his MBA from the J.L. Kellogg Graduate School of Management at Northwestern University. He makes his home in Oklahoma City.
